Java Console missing, Add Remove button missing, How do I manually reinstal

Somehow my Java install got totally hosed. Java enabled sites do not work in IE at all, but they do work in Mozilla/Netscape. Unfortunately the local county's GIS webiste only works through IE & Java.
The Java Console in Control Panel and in Internet Explorer are present as an icon or a menu item, but are non-functional.
There is no add remove button for Java in Control Panel's Add/Remove Programs applet.
There is no key in HKLM/Software/Microsoft/Windows/Current Version/ Uninstall that relates to Java.
I can therefore find no way to uninstall Java. When I try to reinstall Java RE, I am told that it is already installed and so cannot be reinstalled.
How do I manually remove JAVA RE so that I can reinstall it?

I installed the program which cleanly deleted the java program and when I reinstalled it worked!
